CREDIT GUARANTEE SCHEME FOR EXPORTERS (CGSE)

Government of India, through the Department of Financial Services (DFS) Ministry of Finance has introduced Credit Guarantee Scheme for Exporters (CGSE) to provide 100% guarantee coverage for credit assistance extended to eligible exporters, including Micro, Small, and Medium Enterprises (MSMEs).

To provide guarantee coverage for credit assistance to eligible exporters (both direct and indirect), including eligible Micro, Small and Medium Enterprise (MSME) exporters.
  • Direct Exporters
    • MSME Units: Minimum 5% of turnover from exports.
    • Non-MSME Units: Minimum 20% of turnover from exports.
    • Export turnover criteria can be met in either of the previous two financial years (FY24 or FY25).
    • Must have active export working capital limits with an eligible lender.
    • Account status: Standard (not NPA, not SMA-2, and ≤60 days overdue as of 30.09.2025).
  • Indirect Exporters:
    • MSME units supplying ≥30% of turnover to eligible direct exporters.
    • Must have active domestic working capital limits with an eligible lender.
  • Additional Conditions:
    • MSMEs must have a valid Udyam Registration Number.
    • Borrower accounts should not be classified as NPA at the time of sanction/disbursement.
  • Quantum of Support:
    • Direct exporters: Up to 20% of sanctioned export working capital limits.
    • Indirect exporters: Up to 20% of sanctioned domestic working capital limits.
  • Maximum Loan Amount: ₹50 crore per borrower.
  • Tenure: 4 years (including 1-year moratorium).
  • Interest Rate: 1% below existing working capital rate, capped at 10% p.a.
  • Guarantee Cover: 100%.
  • Lock-in Period: 6 months from commencement of guarantee cover.
  • Processing Fee: Nil
  • Guarantee Fee: Nil
  • No additional collateral required.
  • No fresh personal/corporate guarantees.
